Terms of Use for the INTEURO PWA Application

Learn about the rules for using the INTEURO PWA Application. The Terms of Use describe, among other things, the purpose of the application, technical requirements, use of content, surveys, notifications, forms and personal data issues.

Terms of Use for the INTEURO PWA Application

Effective from: 1 May 2026

These Terms of Use define the rules for using the INTEURO PWA Application, available at www.inteuro.info/app, hereinafter referred to as the INTEURO Application or the Application.

The INTEURO Application is provided as part of the project “INTEURO – integration of foreigners in the Świętokrzyskie Voivodeship”. The project is implemented in 2026–2029 and co-financed by the European Union under the European Funds for Migration, Borders and Security.

§ 1. Application Operator

The Operator of the Application is:

The Application is part of the INTEURO Media activity and is intended to facilitate access to information, guidance, educational materials, events, surveys and services supporting the integration of foreigners in Poland, in particular in the Świętokrzyskie Voivodeship.

Use of the Application is voluntary and free of charge.

§ 2. Basic definitions

INTEURO Application / Application – a PWA web application available at www.inteuro.info/app.

PWA – a web application operating in a browser, which may be added to the home screen of a phone, tablet or computer.

Operator – Stowarzyszenie Integracja Europa – Wschód.

User – any person using the Application.

Third-country national – a person who does not hold citizenship of a Member State of the European Union.

Content – information, articles, announcements, guides, forms, surveys, podcasts, links, documents and other materials made available in the Application.

§ 3. Purpose and functions of the Application

The INTEURO Application is intended in particular to:

  • provide information about life in Poland and the Świętokrzyskie Voivodeship,
  • support the integration of foreigners,
  • provide a multilingual knowledge base,
  • inform about INTEURO project activities,
  • facilitate contact with the INTEURO Centre or advisors,
  • provide surveys, forms and educational materials,
  • inform about events, deadlines and services,
  • provide podcasts and other multimedia materials.

The Application may contain information concerning, among others, residence legalisation, work, education, health, housing, social assistance, culture, integration and public services.

The Application may be available in several language versions, in particular Polish, Ukrainian, English and Russian. The Operator may develop the Application, add new functions, update content, change the layout of the Application or temporarily disable selected modules.

§ 4. Nature of information in the Application

The Content available in the Application is informational, educational and supportive in nature. Information available in the Application does not constitute individual legal, tax, medical, psychological or official advice.

In individual matters, the User should contact the relevant authority, lawyer, advisor, doctor, psychologist or other specialist.

The Operator makes efforts to ensure that information is up to date and reliable, but does not guarantee that every piece of information will be complete, current at the time of using the Application or suitable for the User’s individual situation.

Legal provisions, administrative procedures and rules of operation of institutions may change. The User should verify important information in official sources or with the relevant institutions.

§ 5. Technical conditions of use

To use the Application, the following are required:

  • a device with internet access,
  • an up-to-date web browser,
  • an active internet connection,
  • enabled JavaScript and cookies, if required for the operation of the Application.

The Application works on computers, tablets and phones. Some functions may require the User’s consent, for example for notifications, location access, data storage or contact through a form.

The Operator does not guarantee that the Application will operate correctly on every device, in every browser or with every internet connection.

§ 6. Registration and User profile

Some functions of the Application may be available without registration. Certain functions may require providing contact details, completing a form or creating a User profile.

The User undertakes to provide true, current and factually correct data. The User should not provide data of other persons without their consent or another legal basis.

The Operator may restrict access to the Application or delete the User’s profile if the User violates the Terms of Use, provides false data, acts to the detriment of other persons or disrupts the operation of the Application.

§ 7. Rules for using the Application

The User undertakes to use the Application in accordance with the law, these Terms of Use, good practices and the purpose of the Application.

In particular, it is prohibited to:

  • publish or send unlawful, offensive, vulgar, discriminatory content or content infringing the rights of other persons,
  • impersonate other persons or institutions,
  • use the Application for spam, fraud, advertising or commercial activities without the Operator’s consent,
  • disrupt the operation of the Application,
  • send viruses or harmful software,
  • copy or distribute the Application Content in violation of the law.

The Operator may block access to the Application for a User who violates these Terms of Use.

§ 8. Contact, forms and advisors

The Application may enable contact with the Operator or advisors via a form, chat, e-mail, telephone or other communication channels.

Responses provided by advisors are informational and supportive in nature, unless separate rules for a given service state otherwise. Response time depends on team availability, the number of requests and project working hours.

The Operator may leave unanswered requests unrelated to the project, unclear, offensive, aggressive, repeatedly submitted or containing unlawful content.

The User should not send sensitive data through forms or chat unless it is necessary to handle the matter.

§ 9. Surveys and evaluation

The Application may enable participation in surveys, satisfaction surveys, needs assessments and project evaluation.

Participation in surveys is voluntary, unless separate rules for participation in a given form of support require completing a survey as part of project documentation.

Survey results may be used to monitor service quality, examine Users’ needs, evaluate the project, prepare reports and plan new activities. Survey data may be analysed collectively, statistically or anonymously, unless the law or project rules require another form of documentation.

§ 10. Notifications and messages

The Application may send notifications concerning, among others, events, deadlines, recruitment, new materials, changes in the Application and important announcements.

Receiving notifications requires the User’s consent in the browser or device settings. The User may disable notifications at any time.

The Operator does not guarantee delivery of every notification, as this depends, among other things, on the settings of the device, operating system, browser and internet connection.

§ 11. Knowledge base, service map and external links

The Application may contain a knowledge base, service map, contact details of institutions, authorities, organisations, educational establishments and other entities.

This information is provided to facilitate Users’ access to services and support. The Operator makes efforts to keep the data up to date but is not responsible for changes in opening hours, addresses, telephone numbers, scope of services or service rules in external institutions.

The Application may contain links to external websites. The Operator is not responsible for their content, availability, security or privacy policies.

§ 12. Podcasts and multimedia materials

The Application may provide podcasts, videos, recordings, graphics, documents and other educational or informational materials.

These materials are informational, educational and promotional in nature. It is prohibited to copy, modify, distribute or use materials for commercial purposes without the Operator’s consent, unless expressly stated otherwise.

§ 13. Use by minors

The Application may also be used by minors, in particular children and young people covered by integration or educational activities.

Minors should use the Application with the knowledge of a parent, legal guardian or person exercising care. If a given function requires providing data of a minor, applicable legal provisions and separate information clauses on data processing apply.

The Operator may require the consent of a parent or legal guardian if a minor participates in specific project activities.

§ 14. Digital accessibility

The Operator takes measures to ensure the accessibility of the Application for the widest possible group of Users, including persons with disabilities.

The Application may be developed in accordance with digital accessibility principles, in particular through a clear content structure, responsiveness, availability on mobile devices and different language versions.

§ 15. Personal data

The administrator of personal data processed in connection with the use of the Application is Stowarzyszenie Integracja Europa – Wschód.

Personal data may be processed in particular for the purpose of:

  • providing Application functions,
  • handling requests and contacting the User,
  • maintaining the User profile,
  • implementing project activities,
  • conducting surveys, monitoring and evaluation,
  • documenting participation in the project,
  • fulfilling legal, reporting and control obligations,
  • ensuring the security of the Application.

Providing personal data may be voluntary, but in some cases it may be necessary to use a specific function or form of support.

Detailed rules for the processing of personal data are set out in the Privacy Policy of the INTEURO Application and in information clauses provided with forms, surveys or project activities.

The User has rights under personal data protection regulations, in particular the right to access data, rectify it, delete it, restrict processing and object — to the extent resulting from applicable law.

Data may be disclosed to entities authorised under the law, institutions controlling the project, entities operating the IT system and providers of technical services, if this is necessary for the operation of the Application or implementation of the project.

§ 16. Cookies

The Application may use cookies and similar technologies. Cookies may be used for the proper operation of the Application, remembering settings, keeping statistics, improving security and supporting PWA functions.

The User may change cookie settings in their browser. Limiting the use of cookies may affect the operation of some Application functions.

Detailed information on cookies should be described in the Privacy Policy or in a separate cookie notice.

§ 17. Copyright

Content, layout, graphics, texts, recordings, podcasts, knowledge base and other materials available in the Application may be protected by copyright.

Rights to the Application and materials belong to the Operator or cooperating entities, unless stated otherwise.

The User may use the Application Content for personal, informational and educational purposes. Without the Operator’s consent, it is prohibited to commercially use, copy, publish, modify or distribute the Application Content beyond the scope of permitted use.

§ 18. Operator’s liability

The Operator makes efforts to ensure that the Application works properly and is available to Users.

The Operator is not responsible for:

  • interruptions in the operation of the Application caused by technical reasons or circumstances beyond the Operator’s control,
  • problems resulting from the User’s device, browser, operating system or internet connection,
  • the operation of external websites and services,
  • decisions made by the User solely on the basis of general information from the Application,
  • the consequences of the User providing false or outdated data.

The Operator may temporarily restrict access to the Application for the purpose of updates, maintenance, error correction, security improvements or implementation of new functions.

§ 19. Complaints and reports

Technical problems, complaints, comments and questions concerning the Application may be sent to: kontakt@siew.org.pl.

The report should include a description of the matter, an e-mail address for contact and, in the case of a technical problem, information about the device, browser and, if possible, a screenshot.

The Operator reviews reports as soon as possible, taking into account the nature of the matter, team availability and the project schedule.

§ 20. Changes to the Terms of Use

The Operator may amend these Terms of Use in the event of changes to the Application functions, legal provisions, project implementation rules, Operator data or the need to clarify the rules for using the Application.

The current version of the Terms of Use will be available in the Application or on the project website. Use of the Application after changes enter into force means acceptance of the current version of the Terms of Use.

The Operator may inform Users about significant changes by means of a message in the Application, e-mail, notification or information on the website.

§ 21. Ending the use of the Application

The User may stop using the Application at any time.

If the User has created a profile, they may request the Operator to delete it, unless further storage of certain data is required by law, project rules, reporting, control or archiving obligations.

The Operator may terminate the operation of the Application, limit its functions or move it to another address, in particular after the end of the project, a change in technology or a change in funding rules.

§ 22. Final provisions

These Terms of Use enter into force on the date of publication. In matters not regulated by these Terms of Use, Polish law shall apply.

The Terms of Use are available in the project languages: Polish, Ukrainian, English and Russian. The Operator may also make them available in other language versions.

In the event of discrepancies between language versions, the Polish version shall prevail, unless the Operator expressly decides otherwise.

In individual matters, the relevant institution or specialist should be contacted.
